A few days ago, the Ministry of Agriculture and Rural Affairs "Guiding Opinions on the Recycling of Fertilizer Packaging Waste" publicly solicited opinions.

Since the founding of New China, my country's fertilizer industry has developed rapidly and has become a major fertilizer producer and consumer. However, in the process of fertilizer use, some fertilizer packages are randomly discarded, buried or incinerated after use, which has adverse effects on agricultural production and rural ecological environment.

The "Opinions" show that in accordance with the general requirements of the implementation of the rural revitalization strategy, firmly establish a new development concept, focus on recycling and utilization of fertilizer packaging waste, based on the rural reality, adhere to the classification and disposal of measures to local conditions, continue to promote, and make long-term contributions to accelerate the improvement of the institutional system , Implement the main responsibility, strengthen policy guidance, solidly promote the recycling of fertilizer packaging waste, promote reduction, resource utilization, and harmlessness, and strive to improve the agricultural and rural ecological environment, and provide strong support for the comprehensive construction of a well-off society. By 2022, 100 demonstration counties of fertilizer packaging waste recycling and utilization will be established nationwide. More than 50% of the administrative villages in the demonstration counties carried out the recycling of fertilizer packaging waste, and the recycling rate reached more than 80%. By 2025, the fertilizer packaging waste recycling rate in demonstration counties will reach over 90%, and farmers' awareness of fertilizer packaging waste recycling will be greatly increased, and a reproducible and extendable fertilizer packaging waste recycling and processing model and working mechanism will be formed.

Basic principle : Adhere to overall planning and advancement. The recycling and utilization of fertilizer packaging waste shall be considered and promoted in coordination with the recycling of pesticide packaging waste and waste mulch film, combined with the construction of rural domestic waste collection, transfer and disposal systems, and explore the establishment of a collaborative and efficient fertilizer packaging waste recycling mechanism .

Adhere to classification and disposal. Take appropriate recycling methods according to the function, material and reuse value of fertilizer packaging. For those with re-use value, the market mechanism will be used to collect and use by users or be recycled by market entities for secondary use. For those with no reuse value, they are included in the rural garbage collection system for processing.

Insist on hierarchical responsibility. After the central government’s deployment, the province is responsible for the overall responsibility, and the cities and counties implement a hierarchical responsibility system for fertilizer producers, sellers, and users to perform their main responsibilities and recycling obligations. The agricultural and rural administrative departments, together with relevant departments, under the leadership of the people's government at the same level, guide the main bodies of fertilizer production, sales, and users to perform their main responsibilities and recycling obligations to ensure that they are not randomly discarded.

Insist on multi-party participation. Improve the green and ecological-oriented agricultural subsidy system, give full play to the decisive role of the market in resource allocation, and the government focuses on guiding and supporting the use, collection, and recycling links. Encourage and support specialized service organizations and individuals to recycle fertilizer packaging waste.

The "Opinions" also specify the scope of recycling and disposal. Fertilizer packaging waste refers to packages (bottles, cans, barrels, bags, etc.) that are in direct contact with fertilizers or contain fertilizer residues that are discarded after fertilizers are used . According to the actual agricultural production, the scope of recycling and disposal mainly includes fertilizer packaging waste such as chemical fertilizers, organic fertilizers, microbial fertilizers, water-soluble fertilizers, and soil conditioners.

Identify the subject of recycling and disposal. Fertilizer producers, sellers and users are the main body of fertilizer packaging waste recycling. Guide fertilizer producers and sellers to set up fertilizer packaging waste recycling devices at their production and business sites to carry out fertilizer packaging recycling. In accordance with the principle of "who uses, who recycles", implement users' collection and recycling obligations to ensure that they are not disposed of, buried or incinerated at will. Encourage and support agricultural production service organizations, supply and marketing cooperative organizations, renewable resource companies, etc. to carry out fertilizer packaging waste recycling.

Clarify the recycling and disposal methods. For fertilizer packaging waste with reutilization value, play a market role and establish a recycling mechanism for user collection, market body recycling, and enterprise recycling. For fertilizer packaging waste with no reuse value, the focus is on some small-size fertilizers, liquid water-soluble fertilizers and other fertilizer packaging wastes, which are collected by users on a regular basis and returned to the village garbage collection room (point, station). Incorporate into the rural garbage collection, transfer and disposal system, and implement fixed-point stacking and recycling. Where conditions permit, fertilizer packaging waste with no reuse value can be included in the recycling system for agricultural film or pesticide packaging waste.

Guide enterprises to reduce volume at the source. Encourage fertilizer manufacturers to use packaging materials that are easy to use and dispose of, explore the use of degradable packaging materials such as water-soluble polymers, and gradually wash away aluminum foil packaging materials to reduce the impact on the environment. Encourage chemical fertilizer and organic fertilizer manufacturers to use large-volume packaging that is easy to recycle, and liquid fertilizer manufacturers such as water-soluble fertilizers to unify packaging specifications as far as possible to facilitate the reuse of packaging, and reduce fertilizer packaging waste from the source. Encourage the development of unified implementation. Vigorously promote the socialized services of unified fertilizer application. Encourage fertilizer production enterprises to provide personalized customized fertilizer products, and provide large-scale packaged fertilizer products for large-scale business entities. Encourage and support new business entities and social service organizations to carry out centralized and continuous fertilization operations to reduce the amount of small-package fertilizer waste.

The "Opinions" emphasizes that all localities must actively seek local financial support, incorporate the funds required for fertilizer packaging waste recycling and processing into the fiscal budget, comprehensively use taxation, subsidies and other measures to encourage farmers to collect and hand in fertilizer packaging waste, and guide social service organizations , Agricultural production and operation entities carry out recycling. At the same time, establish and improve the statistical system of fertilizer packaging waste recycling. Strengthen the supervision of the recycling and utilization of fertilizer packaging waste. If fertilizer producers, sellers, and users fail to recycle fertilizer packaging waste in a timely manner, the local people's government agricultural and rural administrative department shall impose penalties in accordance with the relevant provisions of the Soil Pollution Prevention and Control Law of the People's Republic of China.
